Probably not that particular owl. That looks like a Long-Eared Owl, they're about the size of a crow: only get to about 16 inches long and generally weigh less than a pound. Their primary diet is small rodents. Now Great Horned Owls have been known to take cats, but they're significantly larger: up to 25 inches long and generally 2.5 to 3.5 pounds, though they can get up to 5 pounds.
It's daylite so their eyesight is fairly bad. Not sure how well birds are smell, as I think they are mostly sight predators. In my imagination these 2 would have enjoyed sharing a plate of freshly grabbled mousies.
I assume birds that feed on carrion can smell, but we had an injured Merlin falcon in our yard. I put out some raw chicken in little pieces and moved it to where he was hiding. He never came near it but he took some water from a puddle. Not sure if he could smell.
From what i recall, owls actually hunt more by sound than sight. They find their prey by sound (it often hides under leaves or snow) but then use sight within the last few feet to calibrate their strike.

Interesting because their ear holes appear to be completely covered. Hearing would be more acute than sense of smell.
