I believe therein lies the misunderstanding. A state is NOT merely an extension of the people. You might be thinking of a nation, but a state is not a nation. A state is a power structure, made for the securing of power/sovereignty over a region. You can have one without the other, easily, and often do. Examples: the Turkish people existed long before the state of Turkey came to be. The state of apartheid South Africa ceased to be, yet that did not end South Africans. No state exists by right.

Nation and State are often synonymous, state merely requires there to be land borders but you still need the people to exist within those borders hence why a state has to be an extension of its people. No people. No state.
