Jimmy Carter is a known war criminal. He brought the tear gas with him and popped a canister right before his speech. But since Carter was such a monster, he had built up a natural tolerance to things like tear gas, iocaine powder, and white phosphorus.
That's not how it happened. They were playing hide and seek, and Carter was notoriously bad at it. I mean, the image clearly shows Shah being the seeker, and covering his eyes.
