In CO they release a traction advisory meaning M+S tires with adequate tread. Even if equipped and you cause an accident you can get fined.

A person's financial status doesn't make it alright to endanger lives (bald tires are very dangerous). Some things can't be overlooked.
That is to say, if you can't afford to maintain the car for at least safety, don't drive it. Bus, bike, ride along, etc.

And you probably live in a bigger city this person might not, or their job might be 30 miles away.
Driving is a privilege, not a right, poor or not youre putting others and yourself in danger by not maintaining your vehicle.
Tell that to the person that has the choice of driving this car and being able to eat and barely afford rent or you know losing everything.
This guy is exactly right, it might seem unfair until you're the one in a wheelchair because someone decided to drive an unsafe car.
