Every state I've lived in from New England to out west it's been shoes off, unless you are a guest AND stay only on hardwood flooring AND your shoes are clean.

They come inside with paws. They do not take their paws off when they come in. You'd be placing your bare feet on whatever they might track in from outside.
Mind you, you have door mats for both shoes and paws and IMO it's never an issue regardless. But it kinda defeats any purpose of taking shoes off when the paws are already coming in.
