My local college had an education program for the local prison where they could earn degrees. U.S. recidivism is 70% after 5 years. 50% just being in the program, 34% among people who completed courses, 15% if they got an associates degree, 5% if they earned a bachelor's, and less than 2% if they got a Master's. Unsurprisingly, people do want to better themselves.
I have seen specials on this and on prison programs that match inmates with dogs that need training. I love this stuff. If we want prison to be about rehabilitation then we need to give people something worth changing for and a path forward.

I read somewhere that cats are an exercise in consent, so being around them and wanting to get along with them is good for people. Cats are affectionate and playful with those they trust but you have to earn their trust, there is no way to force it.

Cats, on the other hand, basically domesticated themselves and don't really work with that same level of innate trust that most dogs just automatically have towards people. Sure, not all dogs are automatically trusting, but most are. Cats, on the other hand, have to have their trust not only earned, but maintained.

I've heard of this prison before. If I remember correctly, there was an incident where one of the prisoners kicked someone else's cat. Not tolerating that, the offending prisoner was beat and seriously injured by the cat-owning prisoners.
I heard it as they upended a soda (Dr Pepper I think) on someone's cat and that someone beat the shit out of them. The guards had to take away the cat because of the good behavior policy but I think they only did it for like a day or whatever the bare minimum time was.
The point is to get them to show empathy towards and have empathy for something that isn't themselves, so that they have experience with those feelings and actions when they eventually get released.
Or just a bunch of them aren't violent people. There are plenty of non violent crimes you can be put in prison for, and about half the time you don't even have to have committed any crime. Animals are like children, only the worst hurt them and everyone hates them for it, even the murderers.

It's not impossible but the stats are pretty clear. This is not a mysterious thing we'll never know - we know violence begets violence, that secure attachment, a childhood safe from trauma with fair and comprehensive rules, and opportunities and hope for a future are all you need to prevent the vast majority of crime. There's some things you can't solve like that, but they're pretty rare, in comparison.

The original point was that people with a loving, caring support network still end up as [Violent} criminals. What you said might be true, with a good majority of prison populations being non violent offenders, the conversation wasnt about Violent vs Non Violent. The point was being that some people are naturally inclined towards violence, even with a healthy life. And many times, they do in fact target animals before people. Non violents dont target animals OR people.
You might want to take a look at the law - where I Iive, small animals can be held anytime, even if the contract states otherwise. Pets are divided into "small" and "big" and cats are classified as small. If there is no proper reason given in the contract, that part of the contract doesn't apply.

Here theyll just find a reason to evict, which is easy enough. Remodeling or renting it out to family is the go-to reason for landlords. Ofc they never do and jack up prices and rent it out again. Theres laws against it but nobody is gonna check
