It's more that when you're looking at something's value, gold leaf on top *represented* as a "gold" object is seen as fake. Traditionally it was wonderful but in modern production it's "gilded garbage" as a colloquial sort of concept. You can trust him in this, at least: everything he's done and sold has been that brand of "shiny on top, garbage core" so he knows it well.

I'm not really sure I buy that he, internally, had the intention of weakening the US. He's just a shitty grifter that will steal and cannibalize anything he can from anything he controls in order to make any amount of gains for himself. He'd sell off $100M of things he doesn't own just to profit $100k for himself. I do think that knowing how he operates, he was intentionally put into power in the US to simply do what he does, weakening it, but I don't believe he has the wherewithal to plan it.
