The article doesn’t talk about this as a Disney retaliation, but as a budget cut. Maybe I’m not reading between the lines, but the headline is quite misleading.

The reality is Disney was handed a reason to take this 'budget cut'. Had the RCFD fought to keep the RCID, Disney might've bit the bullet and kept providing those passes. Remember, just getting into the park doesn't mean they can't make money - eating in the parks, souvenirs, Genie+ and Lightning Lane purchases, PhotoPass. There's a ton of ways Disney can make money after giving that 'free' pass to the parks.

The article link says the district plans to “gross up” all employee wages. I know Karma would be great, but the reality seems to be that they are just going to a cash benefit instead of perks that less than half the employees utilized. (Assuming you believe the claims from the district PR person)

This isn't even a Disney reaction, AFAIK. This new board is DeSantis, and they're stopping direct payments of the government to Disney (to cover the annual passes they were offering). Disney may or may not be losing money on this, but I doubt they care - it'd be miniscule.
