It COULD be, but we don't have enough information to know that. This could be a bored, intelligent animal being kept as a pet with minimal enrichment. Or it could be a rescue, this guy could be a marine biologist, etc. We know that he does get daily walkies, and not just around the house. I'm not going to condemn without further information.

Some congregate around remote reefs in Australia to create communal dens. Look up "Octopus City".

In addition to what the other guy said about them dying after they breed, octopodes are NOT social creatures. They're very territorial and will as likely kill each other as anything, no matter how much they like seeing each other from separate tanks.

There are rare occasions where they will create communal dens, as exampled by the "Octopus Cities" in the reefs around Australia, but those are incredibly rare exceptions that are still poorly understood.

Bad idea. Aquariums with breeding programs have to be REALLY careful because there's a decent chance they'll kill each other, and even if they don't, the female puts literally all her energy into her eggs and then dies.
